Understanding the Certificate of Recommendation for the Rural Community Immigration Class (RCIC)

The Rural Community Immigration Class (RCIC) is a pathway designed to attract skilled immigrants to Canada’s smaller communities, fostering economic growth and addressing labor shortages. A vital component of this program is the Certificate of Recommendation, a document issued by an Economic development organization (EDO) in the participating community.

What is a Certificate of Recommendation?

The Certificate of Recommendation is a formal endorsement provided by an EDO. It confirms that:

  • The foreign national meets the eligibility criteria of the RCIC program.
  • The individual has a genuine job offer in the community.
  • The applicant demonstrates an intention to live and work in the designated area.

This certificate is a mandatory requirement for RCIC applicants to apply for permanent residency.


Validity of the Certificate of Recommendation

The certificate is valid for six months from the issuance date. Applicants must apply for permanent residency within this timeframe. However, the EDO can revoke the certificate if specific criteria are no longer satisfied.


Criteria for Issuing the Certificate of Recommendation

To obtain a Certificate of Recommendation under the RCIC program, applicants must fulfill the following conditions:

1. Work Experience

  • Applicants must possess relevant work experience aligned with the TEER (Training, Education, Experience, and Responsibilities) category of the job outlined in their employment offer.
  • Certain exemptions may apply as defined by the program.


2. Genuine Job Offer

The job offer must:

  • Be in a priority occupation determined by the EDO.
  • Offer wages that meet or exceed the acceptable range for the role, as specified by Canada’s Job Bank or the EDO’s locally defined wage standards.
  • Be supported by documentation verifying the offer’s authenticity, including proof of recruitment efforts.


3. Language Proficiency

Candidates must meet minimum language proficiency standards as outlined in the RCIC guidelines, based on the TEER category of the job.


4. Education

Applicants must meet education requirements, including credential assessments for foreign qualifications if applicable.


5. Intent to Reside

Applicants must provide evidence of their commitment to living and working in the community that issued the certificate.


When Can a Certificate Be Revoked?

An EDO may revoke a Certificate of Recommendation in the following situations:

  1. Employer Status Revocation: If the employer providing the job offer loses its designation.
  2. Non-Compliance with Criteria: If the applicant fails to meet the eligibility requirements at any point, either during or after the application process.

A revoked certificate renders the application ineligible for the RCIC program.


Amendments to the Certificate of Recommendation

In some cases, the certificate may be amended. For instance, if the applicant secures a new job offer that satisfies the program’s requirements, the EDO may revise the certificate to reflect these changes.
